This is the Memorandum and articles of the non profit entity New Atlantis.

New Atlantis is more than just a legal formality its a very powerful idea. When it was set up the founders were looking at far more than this legal entity, or company, and in the minds of the founders were three entities with the virtual state existing in the triangle formed by them. 

You will appreciate that this was the formation of a legal entity, formalizing what had developed over the previous 25 years,  and together with the rule book documented most of the developments as they existed as a snapshot in time.

These documents were signed on the 17th May 1996, by two of the trustees of New Atlantis

For those not familiar with company law the memorandum is the document that forms a new legal entity, in this case a company limited by guarantee, it gives the purpose and the basis of the entity. The articles are the rule book, setting out the entity is administered.

Perhaps we should point out that within the constitution of the State of New Atlantis, this legal entity is only a vehicle, and not the essence of the virtual state. As a virtual state it  can never exist fully in the 3 dimensional world, even if the physical floating kingdom is built this will only form a part of the virtual kingdom of New Atlantis. The keeper of the virtual kingdom is the president, whose spirit is the virtual kingdom far more than any entity. It could be said that New Atlantis exists in the collective minds of its citizens, and that these are funneled and magnified by the president

You will realize that what each citizen sees within their dream or vision of New Atlantis will vary slightly, but collectively, lead by the president their cumulative vision is very powerful.
